I read it was because the group that has the license to run one F1 event a year for 10 years has not been able to finalize that that one event will be held at Austin... Part of the contract was that construction would only go forward if there was 100% going to be an F1 race there within a certain timetable.

there's a slight dispute over the AGP, and some shots over each person's bow to settle it, but nothing is fully on or off at this point.
