Could anyone please tell me what class an 08 Kia Rio 5 would be in Thanks in advance for your help

no! that would be terrible. it just means that if you add mods, which are each assessed points, you start off with 14 points, and add your mod points to that. It simply means that your car would be bumped up to F with less mods than a car in G without 14 points. It's sort of the way they try to even things out, since obviously not all cars are created equal.
