What exactly IS the issue. Is it just that user's can't post all the time? Any error messages, screenshots, or just if you want to describe what is wrong is helpful.

We can't post characters that don't come on the keyboard (at symbol, copyright symbol, start and end quotes for example), and ifsomeone tries to post a topic with one of these characters it completely crashes the homepage (but not the other pages).
The thing that we were just complaining about was a series of errors that would seemingly randomly appear at the very top of the page on every page, and I have no idea what causes that.
